If SP2 is a new version of Windows XP it should be called that. Calling it a patch is just pr. The fact is Microsoft doesn't want to admit Longhorn has been delayed so long that a new version of windows that fixes XPs embarrassing problems is necessary.
Also Linux should never release a patch of this magnitude because it wouldn't be a patch and it wouldn't be required.
