I still dont see where privact comes into play here. People are placing out information about what files they are making available with the intent that other be able to find, and USE this information (most use it to download the file).
How can one claim privacy invasion when they have actually taken deliberate steps to make that information public. The making of this information public is not a side effect of their actions but the direct intent of those actions.

This issue could get tricky. If the authorities have a warrant to search your premises I dont believe you have an obligation to "assit" as in give them a tour of your computer files and such. If the police are searching your home and ask where such and such is. You dont have to tell them. They can just ignore it and the police have to go about looking for it (of course now you have pissed off the police and they'll make the search/seizure all the more unpleasant for you).
You also might have 5th amendment issues here. You can not be forced to incriminate yourself.
I wouldnt be suprised if congress tried and passed a law like this in the US. But I would think that the ACLU would have not to hard of a time taking this to the supreme court and challening it. Anyway it sounds like a minefield for the lawyers and legislators to traverse. No doubt some will get their legs blown off in the process.

Things like the launch vehicle are not included in the 184 million dollar pricetag. Double that number and you will get closer to the actual cost of the missions.
here is a better relative case in relation to the Melissa case. I have a car and some deviant over night does something to my engine (replaces a part, adds something, anything). This causes my car to explode killing everyone inside. its found that if the car manufacturer had used a different engine design the assailent would not have been able to use that method to cause my car to explode. Who is at fault? My opinion car company would not be liable but the person who tampered would. This is not the case of the computer doing damage on its own like faulty seating or bad brakes. Its the case of a person deliberately exploiting a weakness to cause harm. Those are two very different scenarios.

And the other is charged particles depositing charges on the chip.
