As far as I'm aware there are a lot of choices of ISP's, at least where I live anyway (Virgin, BT, Sky, Tiscali, BeThere to name a few) and I, as a customer, have a wide variety of choices.
All of the ISP's I've looked into that do choke your bandwidth say somewhere in the fine print something about 'Fair Usage Policies'. I agree with you in that I'd like to know exactly what that means for each company but otherwise the fact that they can choke you is there in the fine print, learn to read it.
Incidentally, of all the ISP's I know, BeThere is the only one that specifically states in the fine print that it DOESN'T go in for this 'Fair Usage Policy' crap and they are the only ones who have actually given me the unlimited access that I pay for. RTFFN!
