The DoJ is telling you what they have done with that statement. They issued a denial that only references hardware. They say nothing about email accounts, cloud storage accounts, text messages, voicemail, or anything else that was intercepted going from here to there.
The 4th amendment reads "unreasonable searches and seizures". What the Federal government is basically saying is that we can seize all communications, but as long as we don't actually look at them, there is no search. You don't need a yottabyte of storage to back up simple metadata.

The courts tend to reason that because there's no minority of persons being singled out, the regular legislative process is sufficient to safeguard the rights of the electorate.
