The US has much, much tighter standards for particulate matter and NOx than the EU. Like they only allow about 25% of the levels that the EU allows. Basically, you should shut your pie hole or start complaining that Diesel engines in the EU pollute 4 times as much as they do in the US.

What this article is claiming is that almost all of the cars failed to pass a test that was made up explicity for the purpose of writing a shitty article that scares a bunch of people. Basically, "we made up a new test that is not mandated by any government and we know cars won't be able to pass. Behold! Almost all of the cars we tested failed to pass our arbitrary unofficial test! Look at how dirty they are!".
