The idea that one could detect a terrorist by smelling fear on them is patently absurd. How many people pass through an airport every day, afraid for one reason or another? Fear of flying, fear of not making the damn meeting/interview/whatever on time because my flight is delayed, etc. And more to the point, most terrorists aren't typically afraid. They are confident. Confident that they are in the right, that God loves them, that they will succeed and go to heaven and play with the virgins. They, like any other military operative, are trained to have an attitude of confidence and conviction in what they are doing, and not to be afraid. This is a huge waste of time and money, not just in the R&D phase, but in the sheer volume of false positives that will be generated (assuming the gov't meets with any success)
