There is a movement, headed by Ralph Nader and Mike Gravel, called the National Initiative for Democracy to get referendums at the federal level.
The outcry is right here. Unfortunately, I think that is about it (correct me if there is more)...
They don't have enough support to win because they do not debate the mainstream candidates.
