I think you are conflating Sliverlight and "the documents".
Anyways, librarians are painfully aware of the ongoing issues re: media formats. Still, depending on the mandate of the library or archive, they mostly try to be responsive to the end-user's needs. It's a fun balancing act between budgetary constraints and the desire to archive everything possible.
