Not sure about Europe, but in former USSR republics a 4 year degree is considered "incomplete". That is for your higher education to be complete it has to be a Masters degree. My Soviet friends shall correct if I'm wrong here.
Now my 2 cents on the whole "too many college graduates" thing: nonsense! We need more education as well as better education (better education necessarily excludes institutions like Patrick Henry College). At the very least people must learn how to learn. For some it comes naturally. Some get a fair grasp on learning in highschool. Some attain it in college along with more knowledge and some vocational training (definite pluses in my book). At every step a level of ignorance is shed and that is what is important. Increased employability is only secondary here.
I think it is great for nerds.
As internet based brokers will now become more competitive, I suspect there will be more of them emerging in the near future. Now, who do you think will be building their web sites/services?

While you're not looking to make a living out of this it may very well turn into a full time job that's not making a living for you. Going in without a good sysadmin at your side is definitely not a good idea. Customer support will *murder* your time over and over again.

Agreed and, in fact, EU faces itself with a role of *opposing* the US. With soviet union gone the world lost balance. When the balance is absent, we usually find ourselves in a heap of trouble like WWII. Granted, there were many underlying factors besides poor balance between opposing factions but still... At any rate, the point is that after WW2 the "Power Balance" basically meant US vs. USSR. With USSR gone, the balance is out of whack yet again and if EU is to meaningfully oppose the US it's military must be independent of the US, hence Galileo.
Look, all I'm saying is that it doesn't take a (former) superpower to conduct a successful cyber attack on a small country like Estonia. Instead of saying "Lesson learned. Ministry of finance (www.fin.ee) was. What the heck are you even talking about? It's simple economics. Your banks, have bankers and they know about the Opportunity Cost so they will NOT invest in the infrastructure that supports millions of users when it only needs to support 100K tops. Same logic was applied elsewhere and that's how this whole "Evil Russias DDoSing us, halp!" thing came to be. Well that and people like yourself were refreshing their banks' frontpages thinking their interwebs are broken.

The state of Oregon has more servers and IT personnel than the country of Estonia. I'm guessing their websites cater mostly to Estonians which basically means they consistently failed to take scaling into account. Estonia doesn't need a Cyber Defence Hub. Just a bit of common sense.
