Yeah, most of these apps are just facades for what can be done with a browser but they also have built in tracking and other tools to scavenge more data off of your mobile device than a browser would usually allow. To be honest, I believe that is the big reason for all these little do-nothing apps that have popped up especially the immensely popular "ring tone apps" in the Google Play Store for example. Yes we've had the same kind of annoy/malware for desktop apps that embed Firefox, IE etc. but the installation process is a bit more involved than going to a play/app store and clicking install. I'd also liken it to what's happening on SourceForge with this new Dice installer crapware that puts other shit on your system. It's not only bad practice but it also makes me distrust the software I'm trying to install. Google does the same kind of things with Chrome / Google Drive etc. and even after you uninstall them you'll still find little updaters and other crapware that Google leaves around that you have to manually go and remove.
I can tell you from experience from the development side of things that having a good IDE and proficient knowledge of it's features can greatly improve productivity of a team. You still need to know how to compile at a low level and what the various link and compiler options are and you should know how to use a native debugger but if you want to be productive and not worry about the minutia of details then use one. An IDE doesn't make you a better programmer but it does make you more productive and you can focus on learning those nuances and skills within the chosen programming language more easily, allowing you to gain more proficiency.
The whole "you don't need an IDE" may be true but it's like hunting bears without a rifle. Sure, you can hunt bears without a rifle but if you have one it's much easier and you get less bloody.
There are actually other things they should do but that costs more money and it's easier to put security theater into play than actually dealing with the problem. Sure when you get an "update" from your phone maker you'll probably get them all back again but it's easy enough to remove them or you can go with something like Cyanogenmod and never worry about it again. There are alternative AOSP based distros out there that don't have that Google smell so look around, It's really not that hard. If you've never rooted your phone or sideloaded an app or changed the OS it can be somewhat intimidating but you can also find help out there online and via local phone store kiosks (forget the pimple crowd at the Sprint, Verizon or AT&T stores) who can set you up in no time.
I do have to say that the nicest thing about Android based phones is that there are alternatives. For example, I don't have Google Apps and use Skobbler for the navigation. It uses OpenStreetMap and I recently downloaded a couple of countries and really like the fact that I could navigate, offline.
