Engineers only need to get involved when that research code needs to be taken and formed into production code which can be used for something beyond your research. The requirements for research and production are entirely different.

Properly co-ordinate with the hosting provider - not the facility owner - and remove only the servers directly related to their suspect? The co-lo provider will know exactly which of the machines needs to be removed, given the relevant information, e.g. the name of the customer or the IP address of the server(s).
Which moderately worries me, as an ircop on Undernet who also lives in Essex (about 15 miles from Wickford, in fact). If you can get arrested for just being an ircop on a network which a bunch of idiots are using, I'm a little worried.
HMRC is a result of combining Inland Revenue with Her Majesty's Customs and Excise. As a result of that HMRC got all of HMCE's scary powers. HMCE don't, for example, need a warrant to kick your front door in, unlike the police (they have both power of entry and power of arrest).
