You are correct that it wasn't a joke, though. I'm not going to lose an auction to someone that has second thoughts about what "Maximum Bid" actually means. If people were willing to bid once and only once, it wouldn't matter if I bid at the last second or at the first.

The alternative is a bidding war. I outbid someone (because it is my actual maximum bid), and they decide to up the ante until either they can't justify bidding higher, or they outbid me. Either way, the price gets driven higher.
I decided I would never go the bidding war route after watching my dad bid on some appliance:
He made a bid, and the guy he outbid bid again. My dad commented aloud how stupid the guy was for driving up the price like that... and then bid higher.

Windows isn't very accommodating to the concept of meta-packages, so a user seeking to install, say, Battle for Wesnoth might get confused about all the packages with 'wesnoth' in the name. gnome-app-install, on the other hand, has only a single entry.

To most organizations, which are already Windows only anyway, this is meaningless.

It loosens vendor lock-in. One less thing that holds them back from exploring BSD or Linux workstations in the future. Or at least threatening MS with Linux to get better deals on OS licenses.

To most organizations, which communicate with other organizations that use Windows and MS Office anyway, this is meaningless.

No more cross-version and file archive incompatibility. Companies won't be dragged into updating just because ACME is only sending documents in $CURRENT_VERSION's file format.

To most organizations, which already have a support contract with Microsoft and don't want to deal with multiple vendors for the same product, this is meaningless.

Why would they need to deal with multiple vendors? Pick one. As a bonus, the price is set by competition rather than what will eke as much money out of the market as possible.
