I'm guessing roughly that we're dumping millions of years of CO2 into the atmosphere every year. Previous life forms were contributing their mass for conversion to petroleum for as long as the earth has been around (either 4,000 years or 4.5 billion depending on your level of insanity), and we are on the downward side of extraction. To run low on something, as quickly as we have done, that has been getting created for over 4.5 billion years, one has to be consuming it at a pretty good clip. I would do some math here but feel lazy.
If you reeally cared, you would build your house so insulated that you'd have no need of an A/C or heater. Build underground even, if you choose to as a way to reduce recurrent energy usage.
Maybe we can quibble over the amount but Trepidity's solution seems solid. How about the rate being something on the order of 30% above the prevailing market wage? See with 30% above prevailing market rate, the price keeps going up... Probably should add something to the effect of max hours allowed to work and salary must always remain 30% above prevailing market rate.
The thing is that the currently extant nation in question came about as a result of forceful removal of the previously existing nations and people already occupying the land. Immigration by force isn't that much morally better than immigration by sneak is it?

Would it be similar to leaf poisoning from eating too many tree leaves? What happens is people don't know that it is coming and so keep eating the brownies and end up eating way too many. I have not heard of this actually happening but theoretically it is possible.
