It's simple, really. Of all the computers that I have ever had to clean, I looked through the logs, and 80% of the time or more, found that one or more users had been to porn sites. I followed the links that they used, and usually found some sort of malware trying to install itself. "To view this content you must install blah-blah codec. Do you wish to continue?" Other viruses were more of the drive-by type, in that they don't ask at all. There is a catch to free porn, as often as not.
Porn isn't the only vector, of course, but that is the first thing I look for when someone brings me a sick machine, and it's almost always there.
Windows is so very "helpful", in that it maintains very specific logs about your internet browsing! Which, is reason number two that I don't run Windows myself.;^)

I'll correct you. I'm pretty sure that the "official" recommendation for WinXP is 256MB, and some vendors have actually sold computers with as little as 128.
From experience, 192MB is just to little for any meaningful multitasking. Yeah, I was able to start a browser, and connect to the internet. Doing anything else at the same time meant waiting on virtual memory. It sucked so bad, I rolled that laptop back to WinME, and got rid of it. I would have installed Linux, but doing so meant diving straight into Driver Hell. At that point in time, there were to many other machines that were fully supported by LInux to make this particular machine worth bothering with.

You use ever last dime you can scratch up, so that there is NONE left over at the end of the month, the end of the quarter, and the end of the year. I did monthly, quarterly, and annual returns for my ships long enough to know how it works.
When you have zero dollars and some odd cents to turn back in, you can justify an increase in your next budget. If you turn in dollars, they justify a decrease in your budget. That goes for consumables, equipment, subsistence items, ammunition, paint, everything.
The budget process changes somewhat from one agency to the next, but not much. If you have it, YOU SPEND IT. If you can spend more, you ASK FOR IT. Even if you don't know how you would spend more, you ASK FOR ANYWAY.
Public servants are more responsible than people in the private sector? My ass they are. Or, if they are more responsible in any way, then it's in accounting for those government dollars. As a civilian, I can get away with spending a few dollars that I don't account for very precisely. A few. As a sailor, every goddamned penny was accounted for.
