Actually, the major distros (including Ubuntu) do. Why do you think there were a bunch of release candidates? The problem here is that Ubuntu is able to run on many more systems than Windows 7 or Mac OSX, and thus there's a lot more hardware that will have to work with it.

It could trash your home directory, if it somehow manages to find it. But that's about it, unless you run Wine as root, which you're not supposed to do.
It's user-generated content. Go sue the users, not YouTube. Geez, it's like sueing RPG Maker because people make Pokémon fan games with it.
Still, I'd rather see Google/YouTube pay for all that copyright infringement rather than the poor users. Or instead, I'd see the music companies wisen up a bit themselves and stop sueing over anything and everything.
The biggest strength of Windows is running Win32 apps, and they are all compiled for Win/x86
Microsoft has written VMs before to create compatibility with 16-bit applications on 32-bit systems before, right? The same should be possible with ARM, to at least a certain extent. (Someone mentioned the API differences of old software before so those probably wouldn't work unless old functionality was ported too in important libraries.)
