Standard init scripts across distributions and cgroups are something you want on a server, and relying on intelligent handling of missing dependencies is inadvisable IMHO.
Why do you think all of systemds' functionality is in one process or binary? The damn thing spawns like Postfix, as it should, you can compile it without a lot of crap, see Debian.

Discouraging such situations should be government policy, it will save lots of money from mental health services, or it would if the government actually provided any. Run Gentoo and STFU. Debian lobotomized systemd pretty good if you can take a compromise, look at the Technical Comitee findings, mentioned elsewhere.
