i have zero knowledge about how audio works but referring to your (4), won't the following be a better approach? the lower quality stream is resampled and the output is always the same as the stream with the highest quality. in the approach you describe, if at first i play a low quality stream, and then start playing a high quality stream, the output will match the lower quality stream. that should not be happening.
