They kinda are in development. They've found an engine, are pushing for 2010 release, they claim to be around 15% complete and the screenshots are looking pretty sweet... it's all in the article. All in all, i'd say they've made a fair bit more progress than your Mario FPS;)
I understand with MMOs you never know until they launch, but I for one find this plenty newsworthy.
