Essentially, you have a set of clients that are white-listed and are allowed to connect to certain servers. So while there is nothing from stopping you from compiling your own client with whatever hacks you decide you want, you won't be able to play on most of the "official" servers.
The same could be said for any game. Have trusted servers only allow trusted clients. Sure, it might fragment the community into hacked-server and legit-server groups, but it's a good setup to have.
It reminds me of all the "Christian" servers out there for the PC version of Halo. You pretty much get booted/kicked for swearing despite the fact you're playing a game that's already rated M. Not to mention using guns and grenades to kill other actual players.
