They are allowed to take them with them if they think that they are needed, like when eye witnesses claim they have been threated by some guy with a gun. I was looking at flying to a meeting in Germany from Austria. However even a 5 hour train ride works out quicker than the 1 hour flight with all the extras (including traveling to and from the airports).
Oil pipelines, highways and ocean cables are >2000km in length and a lot of them are far more "massive". Sometimes we forget what we are prepared to do (and have done) just to drive a car or burn a ton of oil for power when we consider these sorts of things.
Thing about estimates on something that needs a bucket load of R&D, is that they are total rubbish. Fact is we are not even in a position to *estimate* the cost of such a launch system.
I just made (and recorded!) 45 minutes of music and it cost me virtually nothing.
That phrase there is what really scares them. I can rent a sound room and an sound engineer even though I am not rich. I can distribute what I have recorded for a reasonably minimal cost (internet is *not* free). They--the studios--are not needed anymore.
In this case the restaurant has probably already paid the required fee, its similar to playing the radio for your customers fee. Its fixed and not based on what the "band" actually plays. So you probably didn't break any laws I'm afraid. Sorry to disappoint.

LOX is also pretty safe for the same reasons. Sure you don't go around smoking and stuff. But LOX and O2 and industry standard and quite safe to handle with minimal procedures.
However, having used both Nos and HTP, they are not nearly as safe. As those guys testing a Nos rocket found out. Its chemically unstable on its own. O2 is not.

As i just stated previously. Once you are as far out as Jupiter the you have 2500 times less thrust but have 99% (or even 100%) of you max velocity. You need to get it right close to the sun where you have less momentum and more thrust.
You don't have unlimited ability to maneuver unfortunately. Thrust goes down with 1/r2 from the sun. So once you are out past Jupiter you have almost all of your momentum vector fixed, and no thrust left to change it (thrust is down by a factor of 2500). Gravity maneuver would be about the only thing that would work after that. Even then, you are moving really fast and that on its own reduces the ability to maneuver.
