You guys need to check out http://www.freecert.org. The project is designed to provide free or low-cost SSL certificates to individuals and qualifying organizations. It's a great project - and it would get a big boost with some more people. So go check it out and volunteer!
It's easy. Check out http://www.theshell.com. They are the folks that provide the hosting for AlphaLinux. They have an extremely fast net connection, great reporting, a crack staff that is focused on security, and SSH access. I know the staff personally - they all have extensive security backgrounds. It's a great organization - and for icing they are involved with Linux. And it's definitely within the pricerange you are asking for.

I can't speak for others, but I can relate my experience in the software industry. I was an employee at a well-known company that produces and sells computer security products. I can tell you all without a doubt that the NSA had nothing to do with the products and had absolutely no backdoors. It isn't even a remote possibility.
I strongly doubt that any company would agree to backdoor their own product. It just doesn't make sense. If the public found out, it would destroy faith in the company and its stock price would plummet. Executives work for their own best interests. Stock crashes and bad press are not one of them. For that reason alone, personal GREED, they would never do it.
If Qwest can't even keep a simple point-to-point T1 up, how are they going to deal with OC-768??? Our T-1 goes down multiple times a week due to their incompetence. Router reboots, network outages, and any other excuse they can come up with. And our link is in a major metropolitan city. Save your money. Go buy your link from someone else.
Three words: Davis and Schroeder They are the premier domain name law firm. Remember a few years ago when that idiot trademarked Linux? They are the ones that won it back. They have one some of the largest domain name and trademark cases in law today. They helped me keep one of my domains when an extremely large telecommunications company tried to take it. Check them out at: http://www.netlawyers.com At the very least, there are many articles on domain name law on the site. -Rob
