Israel WANTS to withdraw to the '67 borders (or an equivalent land-mass exchange so Israeli towns will not be in Palestine, and Palestinian towns will not be in Israel).
But it's not something that can be achieved in a day or even a month. It takes a lot of time to achieve, and you need 2 sides who want to do it.
This Arab League's resolution isn't the first of this kind, and isn't the last. The problem is that Hamas, for example, don't accept such resolutions.
