I'm currently deployed in the Kandahar region of Afghanistan.
I've had decent luck using MagicJack. It's basically a VOIP system. The internet connection is through a local Afghan company - usually get about 6K / second; which is just barely enough bandwidth for a conversation... but it works. It's also nice that family and friends can call the local number (US phone #) and the phone rings in Afghanistan.
