The problem here is that it is hard , if not near impossible, to quantify competence, benefits of experience and so many of the parameters that are used to decide a salary scale. I don't know how it works across the ocean, but in Europe , for all employment below the "Director" level, they first tell you your salary, if you agree you always have a 6-month probation period where the employer may decide to discontinue your services (and vice versa).
Tooltips on Mouseover serve as prompts. Two points:
1. Humans are visual creatures - visual pattern recognition comes easily to us, words must be seen and then interpreted.
2. A GUI can show you a texfield for CLI-type input. A GUI can show your text for CLI type output. A CLI cannot show you graphics even where most efficient. Ergo, a GUI is a safer bet when writing an application for the masses.
In countries like India, which incidently have generally good quality healthcare in the urban areas (for the moment, ignoring the social stratification and such). Most doctors are private practitioners, while giving a part of their time to hospitals. A visit to a Doctor is not very expensive at all, costing about 50 cents in slums to about 10 dollars depending on the doctor's reputation, specialization and so on.
Health insurance is claimed only upon hospitalization, since it brings in the cost of consumables and such. The doctors get paid far less than what an average doctor in the US does, even after compensating for the large population in India; but for the patients , the system works a lot better.
Fail. Free speech and the rights of an individual are the foundation of a prosperous society. Heard of World War II ? There was enough clean water and food, no homeless, a good education system and no degraded farmland in Germany.
The whole mess occurred because something was wrong with the German governments idea of the 'Rights of an Individual', among other purely ideological notions.

I think you just proved the GP's point.
