"The nominating comittee", in this case, is the worldcon membership--or rather, those members who sent in nominations. But yes, the previously unaired episodes were the only ones eligible, since only they came out in 2003 (the others aired in 2002).
Also, "Serenity" was the last one broadcast. I guess "The last shall be first" and all that.
I mean come on, if only.5% of the people (s)he sent out spam to call his cell phone and leave a nice voicemail, everyday, all day, he will start to know what it is like to be harassed and for it to cost him money out of his pocket and the grief that he caused so many...
The problem with that, of course, is that spammers will then try to make it look like the spam comes from someone else--like an anti-spam activist, say.
...the natural change in time in Spring... Natural? Golly, I didn't realize the Earth actually skips 15 degrees of its rotation in the spring. Does it stop for an hour in the fall, or does it skip back?
Unless you're in region 2; I vaguely recall that it wasn't put on the region 2 DVDs to keep its more kid-friendly rating.

RFC 4 has a date of 24 March 1969. Granted, it probably wasn't considered an RFC until a couple of weeks later, but...
