You claim that "Emergent behaviour IS THE SUM of its parts ".

It might be true in a universe where we human are omnipotent and know all the part and universal laws of physics without any uncertainty. And only in that universe we could prove or disprove your assertion.

But for us in this universe, there is so many unknowns, and limitations that some things are (and probably will always be) greater than their parts.Would you be able to look at a single atom and deduce the whole universe from it? I do not have that much knowledge and confidence and i haven't heard of any who can.Untill then, we are stuck..

"the emergent system described by those laws is not 'greater' than the laws"

Neither did i claim that. What i suggested was that a system could give rise to another system which would be significantly different from the original(having a greater intelligence ). They would (of course )still be under the same law.

My disagreement was that it is possible for an inferior system to give rise to a superior system which has capability not possible for the predecessor.

the bad thing from a programmers point of view is that it is quite difficult to engineer specific swarm behavior. If it was a single machine, it can be programmed effectively using current high level programming language, but how do you program a swarm of microbots to effectively accomplished a task. Note that the power of swarm intelligence is in their emergent behavior. There is not enough study on this part which could facilitate practical use. As someone already wrote, we can only set goals for the swarm and pray..
