the temperature of a processor is usually around 120 degrees F, dangerous temperatures are above 150. the temperature of a room isn't going to increase more than a few degrees unless it is very well insulated and not cooled.
the main object is removing heat fast enough from the processor so that it doesn't get too hot when overclocking. you just cant put a big enough air cooled heatsink on a quadcore processor when doing a major overclock and increasing the voltage a lot.
