Giving people the source code doesn't seem to stave off that usurping-power-notion. We have freedom but many amongst us still fight. Linux distributions give us the source code to all the applications but there are the many that still yell on the forums about how it's compiled. If you think about this -- ponder for a moment would you -- of all the released source archives how many redundancies have taken place.
Mankind will never be happy until we're all sitting in the tree shetting in one hand and picking our noses with the other.

Exchange is basically a pop3 service. Hardly anybody uses Outlook's calendar and nobody uses SharePoint. Companies are having
the worst time attempting to shove that down employee throats. Sticky notes are way better.

Their implementation was all wrong. They could have virtualized their workstations on each desktop for those requiring fast response.
Everyone else could have used a terminal server.
An order could have been issued to find alternative tools. Training could have taken place.
Lowes and Terminex both use Linux. They don't have any problems saving money to pay their employees with.
What wealth? The 5% that don't pay taxes go throwing their money to the world economy.
The bailouts that helped the Europeans.
The one disease we need to be fighting is Poverty here in America.
Because they were the only one's that wanted to bother farting around with finding 700 actual linux boxes to compromise.
Running with Linux for 14 years.
H1B's take back what they learn, Microsoft. Their governments take back an indoctrinated acolyte.
I can understand mastery of a toolset.
Person A comes to work skilled and certified in Visual Studio, C#, and SQL Server.
Person B comes to work familiar with the aforementioned products but as well is familiar with Oracle, Ubuntu, and Java's suite of tools.
Person C comes to work familiar with SQL Server but generally only has an administrative background.
So management has these three people to work as a team to derive a product within three months.
You can only imagine the difficulties that transpire as a result of conflicting personal views.
So from a management world view:
You won't an employee that will take the resources you have and provide a product in a short time with the least difficulties.
H1B's are the Person A's.
Skilled U.S. workers are the Person B's.
Corporate executives are the Person C's.
This is changing as more U.S. workers are attempting to get certifications.

I'd recommend building an action plan detailing the process by which you're going to transition people.
This will require a demonstration environment running in a virtual. Then set up a test network for a control group.

Doom runs fine in a browser but the point is modern first person shooters don't run well in a VM. Mass Effect 2 is not running well in your VM.
