The next election should see a Labor-Green Party , a Conservative/Christian Democratic Party and an America First Party. The Liberterians will be around and absorb the Liberals from the Democrat party who are socially liberal but financially conservative to become a stronger 4th party. Donald Trump will be the candidate of the America First Party but no candidate shall get enough electors for an outright win.
The purpose of states is so that if I dont like the policies of one I can vote with my feet. This keeps states in competition to improve their policies or go bankrupt as the population leaves. The provision of federal funds intereres with this competition as does the provision of 2 senators to each state. We should pass a constitutional amendment that states who are net receivers from the federal budget (especially military spending) lose their senatorial votes till such states become net contributors agains. Their senators still get elected and get to sit in committee but do not get to vote on the floor (like Samoa). This will discourage Senators from getting pork belly spending for their states. As no state will want to be net receiver they will have to raise the money internally through policies which encourage tax paying citizens. Also the federal govt will be left with excess money which can be used to pay down debt. It will also reduce the federal govt's influence in stuff best left to the states like Education, Healthcare and Personal laws as if their is no stick of taking away federal funding theri is no way to force such policies on States. Of course red states would have to become more liberal to attract population or keep becoming poorer and poorer and once the people are poor enough they vote democrat anyway. Exteme blu states would have to reduce taxes or the tax paying citizens move to moderate states and so they would have to cut welfare services as well. This would slow down migration to blue states in pursuit of free lunches. The population would gravitate towards moderate states which have decent taxes and decent social net but not an excess of either as well as moderate social,education and health laws.
This would make it impossible for a democrat to be elected President as at the Congressional District level the Republicans have more Gerrymandered districts. Obama would never have been elected under this formula as many of California and New York's votes would go to Republicans. Big states will not favor such a solution though it may lead to candidates spending more time in big states but a big state which splits 50-50 is pretty useless. Florida will lose all its importance. Swing districts would be the new swing states where politicians would spend their time.

India when it got independent was vastly underdevloped. The British had deliberately sabotaged local industry so as to be able to sell Brtitish products in India in exchange for Indian raw materials. Traditional systems of education in Sanskrit and Urdu had been wrecked as it was beleived to breed revolts and a very small %age of the population was educated in the English education system. On top of that India made the mistake of going for democracy before development. No other county has become democratic before being developed. Every rich democracy today became rich first and a democracy later and yes that includes the US which had poll taxes and education tests for voting well into the 20th century. Democracy is not really a good system for a developing country. At each stage of development their is an appropriate system - Tribalism,Monarchy/Emipre, Feudalism, Communism/miltary dictatorship, Democracy. For a country at India's level of development Communism or Military dictatorship would have been ideal. They then assign all patents developed in California to this international corporation for a pittance. They then show that they do not make any profit on any of their products as all the profit is taken up by royalties paid by Apple Inc(incorporated in USA) to Apple International(incorporated in Ireland). AS the US will only tax corporations incorporated in USA and Apple Inc has 0 profit they pay zero corporate income tax. Ireland's laws on the other hand say that a company is only taxed in Ireland if it has operations in Ireland. As Apple International has no operations and no employees in Ireland it is not taxed by Ireland. Hence the ever growing cashpile in Ireland. Apple is waiting for when the US announces a tax amnesty and move the money from Apple International to Apple Inc. Till then Apple Inc is actually borrowing a lot of money in the US markets to pay for investments, takeovers and growth.
So its already a 0% rate. Cutting corporate taxes will not do anything about outsourcing.
As for shutting down H1B it would not be legal as the H1B was created in order to meet USA's WTO commitments. When India allowed Coca Cola and Microsoft to sell in India it was with the understanding Indian companies would be able to sell software services in USA and they would be able to get adequate work permits to do the same.(In fact the current 65000 cap is probably illegal under WTO though India has not taken USA to the WTO as the safety valve of L1 visas is available) If USA tries to shutdown H1Bs India might ban Google,MIcrosoft,Apple,Caterpillar,Boeing,Coca Cola, P&G from selling in India which would lead to much larger job losses in the USA. And it would be perfectly legal under the WTO retaliation clauses.
