What podunk university are you going to that either doesn't let you download copies of Windows from them with the use of a volume license key or don't have Windows and other software you need for sale for 5 or 10 bucks? I thought that was pretty much standard.
It's server/client, so someone with a poor connection does not affect the entire server.
The worst case scenario would be that the individual (and no one else on the server) may be jumpier than usual and slightly harder to hit, but his own gameplay is very likely worse due to everyone appearing that jumpy to him*.
