There would probably be some reason to have separate secure chambers for each representative.
Regional and racial hostilities are probably rife in the empire.
Also there's the issue of different atmospheric requirements for different species. I really would not want to be seated next to something that needs to breath hydrochloric acid vapors through their skin.
