  1. Also consider, the government was shut down twice in this time period due to the national budget not getting approved. When you have to shutdown and restart a project, and the schedule starts to creep due to things like that, it costs big money, and can cost serious cost overruns.

Very likely, this project was a victim of the budget crunches. Whenever you make a project take longer than planned, it will grow in cost. When they have to shut down for a month and then a week over the course of a few years, like the budget crises did, you end up with budget overruns.

I am surprised they don't just put another pipe right next to the existing one, but I guess it is a waste of materials due to the longer path.

Whenever someone points to the fossil-fuel company profits, I wonder what they think of Hollywood accounting, and that all of the Hollywood companies pay no taxes at all. It seems that the majority of people who identify as democrats hate the oil company subsidies and the record profits they make, and how little taxes they pay, but are just fine with the same exact situation in Hollywood.

You do realize that this story starts talking about Comcast, the same company that tried to charge Netflix for data that their customers were requesting? They also kicked out Netflix's caching servers from their datacenters before this. Comcast brought their problems on themselves by refusing to upgrade connections to accommodate the needs, and intentionally pushing more traffic onto the uplinks. I can't imagine how anyone would have sympathy for a company that intentionally causes over saturation of their uplinks when they have been offered free upgrades!
