Discover magazine has an interesting article about humans adopting another human, and has correlation in the animal kingdom (even fishes adopt).
The main argument in the article is that adoption is generally used to increase the chances of your species' survival. However, this argument doesn't seem valid when you apply it to a species that's at the top of the food chain, decimates the Earth, creates great literature, produces crappy Hollywood movies and great cyberpunk novels, etc..
Some humans are just self-centered and don't take into consideration that somewhere on this planet, there's a child waiting to be rescued.
Great. Now we can all be like Inspector Gadget for this phone thingy. Next on the list: a personal helicopter head mount.

I can predict what might happen if the AIM protocol was opened to the entire world:
1:Numerous copies of IM proggies float around on the 'Net, some with potentional back doors to root your system. 2:The IM "space" will become a ghastly mess, with poor implementations bringing the entire system to a crawl. 3:A whole new level of Spam: IM Spam.
Do we IM users want this? All I want to do is just start up AIM, logon, and IM someone without any problems. Not signon->receive-a-flood-of-IM's-from-which-you-hav e-no-escape->time-to-get-a -new-screen-name
If there is a large majority of Costa Ricans that don't have computers with internet access, then I'm assuming that (if the demand for internet access is high) there will be large lines behind most public terminals in the country. It would be interesting to note that it wouldn't matter if you're rich or poor, you still have an interest in the Internet.
Also, this would be a great way to implement some sort of a literacy program for the country's residents, and in the process, we might 1) discover some great writer out there whose imagination is just waiting for the power of writing 2) Find a great theoretical physicist who fundamentally changes the laws of physics and invents the matter/anti-matter teleporter, the replicator, fusion power and cars that run on clean H20. 3) Or someone who inspires anarchy and is just waiting for the right moment.
I'd recommend the above as well as the following: Super Atragon: The Movie - Definitely watch this if you like naval warfare and domination-of-earth themes. Memories - This is really an anthology of short animes (about 40 mins each). They were made by the same person that made Ghost In The Shell. There are three shorts in there: Magnetic Rose Wonderful sci-fi art and story, with a nice operatic score from Madam Butterfly, Stink Bomb Pretty funny story of a biological weapon in the way wrong hands, and then Cannon Fodder which has a very good cinematic editing style, as well as showing you a very interesting culture. Macross: Do You Remember Love? - This one is hard to find and if you've got it, watch it. It's simply one of the best Macross I've seen (even though the art is extremely dated). Giant Robo - Very good, but not as good as the above. GunSmith Cats - If you like women who pack huge guns, explosives and drive a Shelby Cobra GT500, watch this =).
