Sure, they may not be getting that much faster or larger in the future, but that's not all there is to a hard drive. Take, for example, cars. Cars aren't getting faster or bigger, but other important car features are constantly being improved or invented. Things such as safety, navigation, and ergonomic features that make driver much more enjoyable and safer.
Now, take that thinking and apply it to hard drives. Instead of just buying a faster and bigger disk every two years or so, you'll start getting disks with new features that make using them better. Features like plush leather seats, rear data connector defroster, and a tiny little winshield wiper on the activlity LED. Those are features that would vastly improve the life of the hard drive user, but have been ignored in the past in the mindless quest for bigger and faster.
