Did they take into account in their study that many people watch another program while adds are on? Our TV does picture on picture, so when the adds start, we switch to another channel and wait for the adds to end. If we get a TIVO (or Canadian equivilant) then we still can't fast forward through comercials for realtime broadcasts. The result is that durring comercials, we would still flip to another station unless the show is pre-recorded.
The only time that we actually have comercials playing is when the TV is on in the background. Even with a TIVO, we would still hear those comercials because why would you pre-record a show for background noise.
The end result: In our situation we will end up viewing the same number of comercials with a TIVO than without.
No, the courts decide if Canadian law is in line with the constitution. If the judges decide that the law is in violation of the constitution, then law makers must go back to the drawing board. There is a subtle difference between making laws and saying that a law is unjust.
He he... of course this only works with normal people. There are some sick people out there who like to hurt themselves and enjoy it when others hurt them. In fact, you don't even have to venture into the extreem to find good examples of this rule failing. What about things like how to get someones attention? Having quiet times, or indicating that you are busy. One of the big problems I will have is that I can't close my door anymore. People can just come right in and bother you. Each time I'm interupted it takes some time to get back into it. There should be a marker on the cube wall or something and people should head it before walzing in and asking questions. Are there clean ways of accomplishing this?
I don't recall the specifics, but I remember a bug on Oracle's XML pacage that drove me just about batty. In the XML specifications, a particular function was supposed to return null if no children were available. However, the package had been programmed to return the empty string. Long story short, the Apache SOAP implemenation I was using which needed the Oracle XML package crashed whenever I tried to use it because it was not expecting the empty string.
In the end I had to get the source code for the SOAP package (Oracle's was propriatary) and re-program it to work. It was quite the character building experience.
First I'll block the sender then run my trusty perl script that mails a target over and over and over again. I'll just set it in the morning before I go to work and let it run ALL day. I don't get as much spam or anoying forwards anymore.

This is a load of BS. Sorry, but if you are in that type of role and get that many phone calls, I'm sure the company can aford to get you a head set.
In therory, speakerphones could work if everyone on the floor had head phones and a mirror on their monitor.
