I think intelligent life most certainly exists out there, but it is highly improbable that we are looking back exactly at the time that they discovered radio.
There is a small window of time in which there is exponential growth in technological discoveries, after that total annihilation.
Look at us, it's been a hundred-something years since the discovery of radio and if somebody would've been pointing their radio telescopes at our solar system for millions of years there would have been total silence and they would eventually give up.
