Your clock question is very similar to the "twins paradox", a famous thought experiment. If the train stops and you two compare times, both clocks will be running at the same speed now, but yours will show that more time has passed. This is valid because the train changes inertial reference frames during the trip (accelerating, stopping, turning around and heading back to you to compare clocks). Because the train changes frames, your situations are not symmetric or interchangeable. It's a little confusing but, in a nutshell, his clock will be ahead. To answer your spacecraft question: relativistically, velocities do not simply "add up", i.e..75c +.75c != 1.5c. This approximation works at slower speeds, but falls apart near the speed of light.
