Sounds to me like it was mostly trying to get the students to think on there feet to solve a problem with just the tools at hand. I don't think that the specific technologies were a big part of the teaching here (and rarely is).
As for what we do with corruption, look at Newfoundland and the MHA spending scandal. A bunch of representatives billed the government for personal expenses (parties, booze, renovations), I think the total was a few hundred grand. Most of them are now serving time for it! Now the majority of them only got a few months, but still, a few months in Her Majesties Pen. down here is pretty rough from what I heard.
I can't help but feel if the same thing happened in the States the politicians would have simply resigned and that would be the end of it.
