Anyways, it is my understanding that PSN is more accessible to Indie developers in the first place. I think that this is just a move on Microsoft's part to make up for some lost ground.

Quite the opposite, PS3 charges an arm and 3 legs for devkits, MS provides them for almost no charge, if anything sony are still way way behind here.
