I do not have any good advise to offer. This issue is not cut & dried. I had to deal with the same thing a few years back, enabling internet access for a local college.

In that case I had to decide which news-groups to carry. Our lack of bandwidth ruled out the .binaries groups - an easy decision. The college's policy ruled out *.sex. Ended up going for five, Comp., News., Rec., Misc., IEEE., and alt.sysadmin.recovery for me.

In those days we were not running any kind of www proxy. The powers decided that the students had to sign an AUP before Internet access was granted. Part of the form said that there will be no viewing of P0rn. If this was violated, I had to pull the student's internet access and refer the person to the Dean. Always hated having to do this.

I guess the bottom line is that the college was paying my salary so they got their policys enforced. I do agree that viewing P0rn in a public lab is a bad thing (even though every student was > 18) but I did have a hard time justifying, to myself, the lack of a full newsfeed (except the binary groups). This issue still causes me a great deal of confusion. I am so glad I don't sysadmin for that place anymore.

I'm a big fan of Repertory Theater. I really don't thank that downloading movies will be an adequate subsititute for this kind of theater. I have seen the movies on the TV before but I go to see the movies on the big screen. Ben Hur on the small screen is okay. Ben Hur on the big screen == awesome. Almost any movie shown on the big screen is better.

DVD comes comes the closest I've seen to trying to duplicate the big screen experience. Excellent picture quality and great sound. But there is still that small screen to deal with.

Downloading is a good way to preview a movie right now. After watching it you either say "I want to go see this" or "I'm glad I didn't pay money to watch this".

Depends what you buy on-line. Software that you download directly is free of the GST[1].

Tangible goods ordered on-line are not. If the goods get physically shipped, good old Canada Customs will make sure that you pay the GST on them[2].

England's VAT is kinda weird though. I ordered some software from England last year and I still had to pay their VAT on it. Seems strange as I live "across the pond" as it were. Got away with not having to pay GST as the declared price on the package was in Pounds. Mr.Customs agent did not do the conversion 1 Pound == 2+ CDN. So the package was under the GST limit.

[1] The government might have different opinion. I'm sure I'm not going to tell them about this loophole.

[2] Only if the goods are above a certain value $20-$30 CDN AFAIK/IIRC.

No it's not Bill Minder that is running all the time. Bill Minder starts, checks the database for bills that are due, then it shuts down again.

There is another program Quicken (Canadian Version - Quicken 2000) installs that does live in the startup group. Somthing called Quicken Startup (qwdlls.exe). Near as I can tell this "program" pre-loads Quicken's DLLs into memory. This is so the application starts faster.

It's similar to an M$ Office program called OSA.exe (called office startup? - nuked that shortcut long ago!) Real Player sort of does the same thing but at least Real has an option to disable this non-feature.

Found out about these non-features by examining every running process (in Wintop) and then searching for every file listed (had to get out the hex editor for a couple of them). Can anyone tell me what MPR.exe in win98. Me thinks its a multiprotocol router but need to know why that one is running.

Maybe I'm unclear on the concept...but in the time that I have been following the controversy I have never seen a point like this raised.

To me MP3s are not the same as CR-ROM originals.
As every one knows, MP3 is a lossy compression format. So, you have a wav you extracted from an audio CD on your hard drive. You then convert the wav to an MP3. You then take the MP3 you created and convert it back to a wav. Now do a diff on the two files. They are not the same.

The real BIG stretch - I think this might qualify as repackaged. Hey look Hillary, the the copy is different from the original.

    Side note for Canadians:
We now have to pay a tax^H^H^Hlevy on blank CDRs (as well as audio CDRs, tapes etc). Does this mean I can now burn those illegal MP3 to CDR with impunity?

That is what the RIAA's web site implies. It is still "illegal" to put the MP3s on the hard drive first as the RIAA get no royalities from hard drive manufacturers.

Like I said I may be unclear on the concept. So what else is new?
