Yes. However, aiming with an analogue stick is a new skill for many PC gamers whereas you'd be hard pressed to find a console gamer who doesn't use a mouse on a regular basis. I don't think it's possible to do an accurate comparison.
Personally I'd argue that the PC gamers would be better because they would have spent less time on controller manipulation but that's not a debate I ever want to get into...again.
