The clock frequency is basically the same as for the decade old P4
The P4 had an absurdly long 31 stage pipeline, compared to the Haswell's 14 stages. More stages means each stage is shorter, and thus more cycles per second.
So, sure, the clock frequency is "basically the same", but clock frequency alone doesn't mean a whole lot when you're comparing completely different architectures.
