imho you are sort of correct. I am still using skills learned 35 years ago. And as people retire, it becomes more in need. Same thing with Linux, does anyone with 10 years of experience with Linux be out-dated? Well, I now run into lots of idiots using Linux, but no one from 10 years ago.
When I worked for CIBC in the 70s, in a regional data center, checks came in via messenger 3 or 4 times a day. 99% of the checks were internal to CIBC and there was always a rush to seperate other banks checks. Then the checks would be read in by an IBM 1419 and processed by the IBM mainframe. Cash dispensing machines were done by batch too, similar to how checks were processed. We were told that the penalty for not getting other banks checks back to them on the same day incurred a penalty equal to the face value of the checks. Not too difficult, since there were so few bank chains back then (I haven't lived in Canada in a long while)..
The talk on IRC at the time slashdot started with registering of nicknames, was what were they trying to do, and how much spam could we expect in our inboxes? So I waited awhile before registering.
Eventually. But first Oracle will call back 3 times, confirming your address and phone number. That way they get to reset the clock on response time, and give to their execs a report saying they meet response times per SLAs.
If S&P had lowered the rating the day before the deal was announced, it might be economics, due to uncertainty of a deal being done. Doing it the day after smacks of them being political, or someone who will make a lot of money off the downgrade. Who owns S&P, ultimately? And I mean who owns the stock in the book publisher that owns S&P?
Oh, and an aside. The government workers in IT that I have run into there are yhose who are lazy and incompetent. But in my 10 years of working with them (as a contractor). maybe 1/4 are useless. The others are medically ill or close to retirement and counting the days. Are you going to be the person who fires someone with cancer? Or two months to retirement? I'd rather we figure out which managers to get rid of, before throwing labels onto all government IT people. (And yes, where I work they get great bennies).
My state consolidated servers (my boss was in charge). I actually work a few yards from the servers. The various Windows server people in the other departments suddenly became Windows desktop support staff. The good thing so far, is that they do gradually go away, unless the people are dedicated government employees. And now the servers are being virtualized, or for database apps, being converted to z/os Linux.

I sent instant messaged to someone 350 miles away on an IBM 370/125 in the 70s. If two computers have communication, there is usually a way that can be worked out. And yeah, I was told on IRC in the 90s I was "older than dirt."

A sensible design should also consider earthquake safety. I'm not sure if that's possible.
