You're probably thinking of WLNP. Stuffed done by the FCC in 1996, it's being implemented now. By last November all the cellular providers had to pool their numbers (for example, a Sprint customer and a T-Mobile customer could both have 435-232-xxxx numbers).
It's only by this November that the law goes into effect that you can take your number to another company.
I know this because I do this stuff at Sprint, we got all trained on it back when the number pooling started.

I just have the people at the register scan one for me, I'm not going to give the store any usefull marketing data. =)
