I can't imagine that anyone planning to leave their company wouldn't start siphoning off data weeks or months in advance.
To combat that, my DBA tracks queries over a certain number of records that match particular criteria - namely client/customer info. She then keeps a log of those queries for a couple months to see if there's a pattern. That way we'll know if when a person leaves if they've been taking data.
