After reading all of the comments related to this story, I have, once again, come to the conclusion that all patent agencies should forward all incoming patent requests to/. for final approval.

Doesn't software still require all of those things? I think we call it a System Change Request (SCR) or just Change Request (CR) process.
We have implemented it so that if our customer requests a change (software, user manual...) then it goes thru the same process. Docs also get stored in the same tool as source code. Goes back to the theory of "one process, one tool, many products".
As far as making simple so that non techies can use it...ummm...I have two recommendations (facts really). 1) non techies are going to have to step up to the plate and use the tool. 2) make the process such that it can be adaptable and easy to use (hold their hand step by step).
On a quantum computer, you can get your frags out even faster and you don't need to power the thing on to find out your final score! I can hear the anouncer now...

I was thinking with all these court transcripts flying around it's too bad 2600 couldn't get DeCSS code read out loud so that it would be typed into the transcripts and available to everyone. It would be funny to use the judicial process to circumvent itself. Just a fun thought.
I know you intended the above as a fun thought, but I feel the need to point out that you could have a really good p0iNT: A) wouldn't the code in question (website, files, printouts, other examples) be submitted as evidence? and B) would we not have access to those docs via FoIA?

I'd much rather see $225 million alloted annually to public schooling. That's 7,500 Teachers making $30,000 a year to educate students. That's 450,000 $500 computers for kids to learn computers. That's 9,000,000 $25 desks for more/better places to sit. That's 56,250,000 $4 paperback books for students to read.
I have a feeling the internet will be fine without a "Federal Technology Czar."
They're going to pay this guy/gal $225M?!?! Holy shit I need to go work for the government! They've up'd the pay grades!!!
My band of lawyers have been working with several key record labels in order to go after people who sing along with the radio, music video, mp3 and "I can't get it out of my head" songs. We figure that the record companies are losing 5 Kabillion USD per day to people enjoying others sing their favorite tunes...not to mention least favorite. This will include humming as well as not knowing the correct words, but having the melody correct.
IBM is already working on a system to track such offenders as they sing a long. The combination of facial and voice recognition will uniquely identify you and the song, so that record companies will be able to immediately draft your personalized lawsuit as soon as you utter the first few notes of the tune!
Look for your lawsuit in the mail soon!
