Not everyone in Mozilla is good at desktop application programming. Don't worry, the same people are still working on Javascript and Gecko. There's just a lot of new kids that only know Java, and they got their new-fangled smartphones and want to try to contribute in that way.
You have issues with the Internet knowing what music you have? Lots of people spend the time to add their favorite musicians or tracks to Facebook, Last.fm, P2P, etc.
Are you suggesting that the consumers should have to wait until, say, 10 total new features are complete before they can use the 4 new features that are already finished?
They do not have any of the features of Fx 5 implemented in them, yet. Right now they are mostly just bugfixes and improvements that are going to be released in a few weeks with the minor Fx 4 update. And 4.1 is taken by mobile. And minefield build numbering is automated so you probably should not base anything off of them (e.g. Fx 4 RC was always labeled beta 13pre in the nightlies).
Coincidentally, I had to reinstall Steam on my Windows box, for some reason:-/ wouldn't let me log in via the client, but the web interface accepted me. And trying to do a repair install kept throwing an error, so I had to tear open the.msi and run a few components manually. Installing via WINE was a lot easier >_>
Steam works great in WINE, and other than Just Cause 2, so do all of my games. Heck, Crysis 2 was working fine on WINE even before release.

The Beta works a lot better than the stock browser for me.

Simply changing the version number is also reasonable, and much more simple.
