I've vote for mostly. I work "mostly" as a programmer, but this is not the reason for my vote. I read the post after voting and realized why I didn't vote yes. I've also noticed the high score in mostly.
1st: cdroms do not have special permissions, ok apache sould see everything, but do you want anybody else to see your php script?
2nd: what if you want to change a name or a telephone number in your HTML document? Do you really want to rewrite the cdrom every time you want to make a change?
I saw a feature in HP-UX 9.05|9.07 that automatically erased files from/tmp if they were there more than some time(I am not sure how long).
Anyway, UNIX admins must simply warn users about things like that, and personally I hate users that download too much crap while their quota is 20M >:|
