Uh, what incomplete data? The binding energies of each and every isotope are known and can be measured through experiments. Each isotope also represents a discrete data point - there are no (relevant) fuzzy boundaries where you'd have to interpolate.
You know where you're starting and you know where you end up. There's no ambiguity, there's no missing data, you simply know the binding energies of both the educts and the product. And thus you also know the mass defect which determines whether you need to exert energy to make fusion/fission happen or you'll actually gain energy.

Nope, that's not it at all. You're trying to convince someone that some kind of life-saving procedure is dangerous. Thus if you actually succeed at convincing and the person actually dies due to the lack of said life-saving procedure, you're at least partially responsible for the outcome.
That's not rocket science. It's the same with salesmen convincing someone to buy the latest and greatest which later turns out to be a turd.
It's the same with scammers who convince someone to give them money in exchange for something which turns out to be nothing.
    And so on.
You could argue about the degree of responsibility. But responsible you are. You do something and as a result something else happens (or does not happen). That automatically makes you responsible for the outcome.
Don't mistake that for the legal definition of "responsibility".

IQ tests are not valid in this regard because you don't test for the right things: They don't test for long-term strategy and thinking ahead months, years or even decades.
It's like you want to know how long someone can run and you measure how fast he is. In this case, the test would fail the criteria for validity. You cannot simply pick one attribute (especially a highly artificial one like the IQ) and compare it to other attributes which may or may not be related to your choice.
