Yes, Ep 1 was not the best SW film ever, but it is not that bad. Bear in mind that, being the first movie on teh series, it has to set teh backdrop for what is to come. The other films were already part way in to the story. This one had to start at, well, the beginning and as such was bound to be maybe a bit "slower".
Heck, even Lucas himself has said he thinks Ep1 is the weakest link, and has to be precisely because it is setting the scene.

At the moment there is a huge amount of the spectrum (comparitivly speaking) allocated to conventional analogue radio and television broadcast which will become obselete as we all move to digital radio (far narrower bandwidth requirement) and satalite broadcast, etc, so I guess there is an area of the spectrrum which could be freed up - a rather large chunk at that!
